New Delhi. The Ministry of Road Transport and Highways on Tuesday announced significant changes in the National Highway Fee Rules. The new rules, called the “National Highway Fee (Determination of Rates and Collection) Amendment Rules, 2024”, introduce a zero-fee policy for the first 20 kilometres of travel on national highways. That is, you will not have to pay any toll for a journey of 20 kilometres.

This provision will be applicable only for those vehicles which are equipped with Global Navigation Satellite System (GNSS) on-board unit. As per the latest amendment, vehicles other than those with national permit will not have to pay any fee for the first 20 kms of travel on national highway, permanent bridge, bypass or tunnel.

Toll will be charged only if the vehicle is driven more than 20 km
If a distance of more than 20 km is travelled in a day, users will be charged toll only for the actual travel distance over 20 km. The change is aimed at reducing the financial burden on drivers for short journeys, while maintaining a fair fee structure for longer journeys.

The order issued by the ministry said, “Under the Global Navigation Satellite System based user fee collection system, the driver, owner or person in charge of a motor vehicle other than a national permit vehicle using the same section will be charged zero-fee for travel up to 20 km per direction. If the distance exceeds 20 km, then only the actual travel distance will be charged.”

Earlier, in July, the Road Ministry had announced the implementation of Global Navigation Satellite System (GNSS)-based toll collection system on a pilot basis on select national highways as an additional feature along with FASTag.

Gadkari also reflected on the skepticism he received from major automobile manufacturers a decade ago. “Ten years ago, when I was pushing for EVs, the automobile giants in India did not take me seriously. Now, they tell me that maybe they have missed an opportunity,” Gadkari said. He stressed that the industry's outlook on EVs has changed significantly.

During his address, the minister also urged automobile companies to contribute to road safety initiatives through their Corporate Social Responsibility (CSR) programmes. He emphasised that road safety remains a key concern for his ministry, as poorly designed and engineered roads are one of the major causes of accidents in India.

Subsidy is needed to promote e-vehicles
Union Minister Nitin Gadkari also said that he is not against giving additional subsidies or incentives for electric vehicles (EVs) if the Finance Ministry or the Industry Ministry decides to implement them.

Gadkari said, “I am not against any additional subsidy or incentive for electric vehicles. If the Finance Minister and the Industry Minister want to give more, I have no problem.”

However, he pointed out that incentives would not be needed after two years, as by then the cost of EVs is expected to be at par with petrol and diesel vehicles. Nevertheless, he confirmed his openness to any further incentives during this transition period.

Why is PDI necessary and when should it be done?
PDI means Pre Delivery Inspection. This is a process in which inspection facility is available before the delivery of the car. First of all, make a checklist. In this list, note down every point to be checked in the car like- engine, exterior, interior, tyres, features, paint of the car etc. The advantage of this list will be that no thing will be missed.

Check the exterior like this…
-Walk around the car and see if there are any scratches or dents in it. Pay special attention to the bumper and the edges of the car.
–To hide small scratches, dealers polish the car. These scratches become visible after washing it once or twice.
–For this, try running your hand over the entire body of the car. This will help you spot any dents or scratches. This will make the paintwork visible.
-Look at the body from a very close and side angle. This will show the color difference if it has been re-painted somewhere.
–Look carefully at all the corners of the car such as door edges and panel gaps, edges around windows and the front bumper.
–When a car is parked for a long time, the tyres become flat. Even new car tyres can get worn out.

New Delhi. Hyundai's micro SUV Exter has now been launched in a cheaper sunroof variant. The company has launched the S+ and S(O)+ variants of Exter. The price of S(O)+ has been kept at Rs 7.86 lakh and the price of S+ has been kept at Rs 8.44 lakh (ex-showroom). With the arrival of the new variant, the sunroof feature in the Exter manual has become cheaper by Rs 37,000 and in the AMT version by Rs 46,000. The ex-showroom price of Exter in India is between Rs 6 lakh and Rs 10.43 lakh.

Both variants have a 1.2-litre naturally aspirated petrol engine. Hyundai has introduced the S+ variant with automatic transmission and the S(O)+ variant with manual transmission. According to Hyundai, all variants in the sub 4-metre micro SUV segment have been provided with 6 air bags. It competes with cars like Maruti Ignis, Nissan Magnite, Renault Kiger, Citroen C3 and Maruti F-10.

Over 40 advanced safety features
Hyundai has provided more than 40 advanced safety features in the Exterior to set a benchmark in safety, 26 of which are available across all variants. Many segment first safety features include TPMS (Highline) and burglar alarm. The car features headlamp escort function, auto headlamps, child ISOFIX seat, rear defogger and rear parking camera. It also gets 60+ Blue Link connected features along with dual dash cam and home-to-car Alexa that supports Hinglish voice commands.

According to Hyundai, the Exter is the first car in the micro SUV segment to feature a smart electric sunroof with voice command and a dashcam with dual (front and rear) cameras. It also has a 2.31-inch LCD display that can be connected to a smartphone.

The dashcam also supports full HD video resolution. Users can take pictures with both the front and rear cameras. The dashcam offers different recording modes like Driving (Normal), Event (Safety) and Vacation (Time Lapse) for multiple recordings.

Exterior Design
Talking about the design elements of the car, its front has H-shaped LED daytime running lights (DRLs), which are connected by a thin black strip. The company has given a new grill with a unique design in the car. LED projector headlamps are available on it. These projector headlamps are covered in two square shaped cases.

The front face is completed with skid plates and 'EXTER' badges. Diamond-cut alloy wheels fitted in blacked-out wheel arches give the car a sporty look. If we look at the side profile, the car gets a floating roof design, bridge-type roof rails and side body cladding. Features like H-shaped LED tail lamps and funky alloy wheels are also provided in it. Exter is available in 6 single and three dual tone colors.

Two petrol engine options
There are two engine options to power the Hyundai Xter. The first is a 1.2 liter 4 cylinder naturally aspirated Kappa petrol engine, which is E20 fuel ready. It generates 82bhp of power and 113nm of peak torque. This engine is also being offered in Hyundai's Grand i10 Neos, i20 and Aura. With this engine, the option of 5-speed manual transmission (5MT) and Smart AMT (Automated Manual Transmission) is available.

The second is a 1.2 liter 4 cylinder bi-fuel Kappa petrol CNG engine, which is tuned with a 5-speed manual transmission. The company claims that the car gives a mileage of 19.2 kmpl in petrol and 27.1 kmpkg in CNG.

If the tax is combined, then this SUV worth about 14.50 lakhs is available to the customer for Rs 21,59,000 with GST. At the same time, the customer is paying a tax of about Rs 7 lakh.
